a new report titled “Comeback States,” released by the National Juvenile Justice Network (NJJN) and the Texas Public Policy Foundation’s Center for Effective Justice (TPPF) have conclude that the youth incarceration rate has declined to 119 for every 100,000 young people from 10-16 years old in the state’s youth population. Local leaders recognize that juveniles who come out of prison are most likely to go back to prison. JAC is known for their saturday programs where members of the council explain the rules of probation to those who are on probation. But that's not the only thing that the council does they also run diversity programs , peace circles, and other alternatives for the youth. These diversity programs are helpful because sometime in poor income neighborhoods teenagers don't get inform about their rights.
